"One of the reasons for the decrease could be the improvement in tracking student data, said Kim Forrest, the districtís director of instruction, curriculum and assessment."

No surprise, to see a drastic change like this there was either a drastic change in reporting guidelines or just good old fashioned "cook'n da books".
