They should also put a focus on the idiots who breed them so the kids don't have to go thru that kind of life and I'm not talking about rewarding them with a fat welfare check either. If you can't take care of your own pet, you should be spayed or neutered. It's simple! Your kid gets taken away, no welfare, and no more kids for you unless your in a custody battle with your spouse
