It is not that simple and using fear is not a good way to educate. Fact is most rapes go unreported and less than 10% of crime is punished. The school should focus on moral issues rather than using the fear of government to educate the children. When the child finds out from everyday life the teacher gave them BS they reject school and learning.
Skinner/ Pavlov behaviorism has got to stop in education if you want a better world.
Sex makes children and when you can not support a child it does not have a good life and that is not moral.
