US News and World reports led to questions where Springboro ranked 110th in the State, far behind our neighboring schools. Why?

This report clearly points to where Springboro High
school is weak. Springboro ranks low simply due to our low number of students that take AP courses and the lower test scores they get on them and the low number of our students that take college courses in high school (PSEO). Both of these categories are far behind districts in Warren County and many of those that overlap Warren county, but again, why?

Two separate audits of academic success showed significant weakness.

(A) 2010 High School TAV report,Springboro High school entered into a contract to be a High Schools That Work (HSTW)school, as such, the AGREED to abide by Program Goals and STRIVE to meet them for Money.

Springboro demographics can easily push students to excel, YET,(under Ron Malone's watch as SHS principal) this was not done year after year,
even with STRONG recommendations from the Federal
HSTW program audit team.

(B) Warren County EXC High School audit done in
2012 (public record available upon request).
Springboro High School was in the HSTW program for many years yet continued to fall FAR behind ACHIEVING the Goals of the program and in fact, lost ground on many of these Goals from 2008-2010;
when asked why this was occurring, one response was because... I could not get them to do it...?

Most high schools discontinued their LOWER academic course tract for students simply to PUSH students to EXCEL and take more Challenging courses instead of settling on lower rigor courses. Under Ron Malone's watch as SHS principal, our high school did not do this, and KEPT the lower track AGAINST the
HSTW program recommendations for many years. Again, WHY?

The 2008 and 2010 TAV reports and the ESC audit, strongly recommended that Springboro High School discontinue the lower tract again in 2012 just as several federal audiths strongly recommended,
Two and Four years, previously.

Those of us throughout the community, who have just recently learned these truths about Mr. Malone, agree that Mr. Malone ran this high school like a union shop, making up classes with scant demand to ensure employment for those whose skills were not in demand. This tactic robbed resources from areas of greater need in the district. Those who suffered the most were the gifted and those in need of early intervention.

....And that's a real wasteful misallocation of district and taxpayer resources.

Thank goodness for Community Taxpayers and our Students First Best Interest that Malone's SHS union shop is permanently shut down; and come
January 2014, Malone will be in the board room
under taxpayers' scrutiny. Stay Alert Voters.
Stay the course in support of the progress made in the last two years by our current board's reform minded vision Children's First Budgeting.

The January 2013 Warren County Educational Service Center audit report performed by professional educators reviewing our high school program of studies had this to say regarding the
DIRECTION MR. MALONE STEERED THE ACADEMIC PROGRAM:

"Documents provided to the Tactical Assistance Visit Team indicate that CONTRARY to the High Schools That Work philosophy, SHS (RON MALONE,
PRINCIPAL) believes that offering low level courses is in the best interest of students. This belief, however, WAS NOT SUBSTANTIATED by research or data."

Number of Dual College Credit Classes AVAILABLE when Mr. Malone retired:-0-

Number of Dual College Credit Classes added after Mr. Malone retired June 30, 2013:-6-

We believe for too long our leadership was not motivated, content with the status quo, leaving too many children underserved. The direction we head now is sustainable, it creastes opportunity, it offers balance, and it states the truth.

We believe in order to deliver the highest level of
educaton we must raise the bar well past the state minimums and strive to challenge our children, parents, and staff to reach higher.

We believe that allocating resources from areas of less demand to areas of greater demand is one common sense approach to resolving needs in our schools.

We believe that in order to take advantage of the higher level classes at the high school, more children must be put on that track at earlier
grade levels.

We believe that Achievement and Opportunity gaps at the SHS cannot be closed unless a climate of high expectations exists for ALL students from
Kindergarten through High School.

We believe that Staying within the Fiscal confines that our taxpayers have set is the challenge and requires fresh ideas.

Entrepreneurship, 2 classes - 20 total students, etc.etc.

What a waste of Taxpayers Money AND Academic Opportunities
for Our Students! Obviously, Mr. Malone believed in running the high school like a union shop, making up large quantities of low level classes, with scant demand to ensure employment for those whose skills were not in demand. This tactic robbed resources from areas of greater need in the district. Those who suffered the most were the gifted and those in need of early intervention.

Boroson, you're absolutely correct. With the help of lots of hush hush backroom recommendations from SEA advisors, the MSA majority will very easily come up with plenty of avenues to justify what the SEA considers to be "needs" ("needs" - a.k.a...reinstatement of low-level elective classes; job security for quite a number of teachers who possess sub-par skills).

The process of creating faux financial "needs", then filling these "needs" with taxpayer dollars will of course lead Springboro City Schools toward financial regression. Within 12 months, the budget will return to red ink. Write the down...In May 2015, all of this will lead to district voters being UNNECCESARILY forced to the polls to vote for or against ADDITIONAL (new) millage.

In the direction of Sustainability...

Our recent history of five failed new money levies has challenged our district, but with our staff and teachrs, we have met that challenge. With date-driven decisions and careful budgeting, we have rallocated resources to do more for our kids without asking our community for higher taxes.

Th budget through 2017 includes busing for all grades and a program to spend more than $2.1 million on new buses; more than $2 million in textbooks and curriculum adoption; over $3.7 million in capital needs and deferred maintenance; and more than $1.1 million in new technology; as well as our current staff salareis and benefts.

THESE NEEDS ARE MET IN THE FIVE-YEAR FORECAST EVEN WITH THE LOWER RENEWAL LEVY.

How is this possible?

Our district will receive 6.5% more in 2013-2014 than in the previous year from the State of Ohio
(approximately $828,000) as well as 10.5% more in 2014-2015 (approximately $1.2 million).

Since 2012-2013, the district has received $3.5 million per year as a result of a pipeline that has been completed.(A second pipeline is possible; however, the district's current forecast assumptions DO NOT include the additional funding it may bring to the district).

Efficiency plans, reallocating resources, and
increased revenue make the lower renewal levy possible. If the reduced renewal levy passes on November 5, we will maintain an approximate
$4 million caarryover in 2017, according to our current five-year forecast.

With every step, we are proving that this district--with its record of excellence--is sustainable with an even lower tax burden. We are meeting and exceeding state mandates as well as local expections. We are building a technology backbone, investing in computers, curriculum,
buses and buildings. Most important, we are being honest about what is needed through 2017. This is reform at the local level, and this is working together toward sustainability.

Springboro's Board of Education members come from different perspectives, but they share a common goal to accelerate student achievement in Springboro. BOE Members provide a critical link
between OUR Schools And OUR Community.
