This article is about the Philippines and Special Education, not about vaccines.
In the Philippines cases of each
Mumps- 6538
Rubella- 926
Tetanus (neonatal)- 166
Tetanus (total)- 1537
Diphtheria- 107
Japanese encephalitis- 181

Clearly, vaccines isn't the problem in that country. The lack of vaccines is.
