If it's not going in the state's general funds, and $20 is going to CASA, where is the rest of the money going?
The other $30, plus whatever it costs now for a ticket?
If wearing a seat belt, and staying off the phone while driving are such good ideas, why don't cops do it?

Why does every swinging dick think that when they get elected they need to enact laws even when they ae frivolous? You are so right about belts, phones and cops.
