The broken windows theory is a criminological theory of the norm-setting and signaling effect of urban disorder and vandalism on additional crime and anti-social behavior.

The theory states that maintaining and monitoring urban environments in a well-ordered condition may stop further vandalism and escalation into more serious crime.

Spare the Rod and spoil the child. I know this sounds redundant, but truth be told by the steady decline in our youth. As our culture has become more reluctant to corporal punishment, our crime stats have steadily risen. I'm 42 and remember stories from my father of discipline in his era and its seen when you knew you were going to get a ass whoppin from your old man, you thought twice about screwing up. This was even evident in our education system when paddling was permitted. A child was less likely to disrespect the teacher when he knew he could be paddled. In this era we live in now, it appears that the system just wants to segregate the "Bad kids" from the others with Alt education programs and schools designated for student populations that fit a certain criteria. In Erie you have Central for the Vocational and arts. Academy for the elite and Strong Vincent for the students that don't fit elsewhere. I only know this because this is what I've heard from student at these schools. So if you are a Strong Vincent kid and your in that batch, then our system has failed you by giving you the label of being less.
If you were that kid how would you respond?

Just what should cops get paid? What do you do for a living? What got you to the point that you are doing what you are doing? Bad choices? Don't hate others for making better decissions than you did!
Have you ever worked in law enforcement? I'm guessing no! Then you have no idea what they do or what they should be paid.

Getting paddled or a smack on the backside, is hardly physical violence. I would also think that the majority of the gang violence is males not females.

It is not the taxpayers job to entertain these kids. If they are bored Im sure there is house work or chores that need done. It all goes back to morals and proper upbringing

Hahaha. That's a good one I agree with. Bored? Cut the lawn.

Despite upbringing though many kids will act out anyhow. Unless you've turned them into robots who are mindful out of fear.

WHAT! 8 cops per square mile! You really are clueless! Try 10 to cover the whole city and 12 on the weekends!
What is your job clueless? Won't answer will you? I'm still wondering what you got arrested for? I'm guessing you have to register every time you move!

I got your parenting right here.

.
.
.
.

Youth in detention are kept active daily from breakfast until bedtime with many programs incorporated into the daily activity schedule.

All programming is positive and educational.

The following are activities currently used:

Detention residents are provided academic instruction,

recreation,

living skills,

arts and crafts,

religious programming and mental health intervention,

all within the context of an active behavior management system.

.........

Get the lazy cops to round up these welfare rats and give them a "Mommy And Daddy"

Children should be mindful out of fear. If there is not fear of punishment then there will be no order or structure
