It probably wouldn't be a good idea to say "Shoot looters." with all the legal crap that comes with saying that.

However, I'm thinking that very thought....but I'm not gonna say that.

I think this is an excellent idea. If stealing occurs to a house just hit by a disaster, the punishment should be double what it would be otherwise. The only problem is that the basis for such a law would have to be a moral one rather than a material one since the damage caused the victim is no different except in an ethical sense, and that could open the door to other situations, like validating laws interfering with a woman's right to kill her unborn child or asking for proof of citizenship if a person is caught committing a crime.

Or we could do like they do in the middle east.....cut of their hand! Not only will they not be able to pick up large item's next time when in public everyone will know who the theives are.
