Terrific idea! Not only helps with reducing
gasoline usage but the health of citizens.

I don't know. Hills/inclines are the enemy of "out of shape" bikers! Without a motor assist package I doubt if the fatso's will participate. It does have a Capitol HILL in Washington DC doesn't it?(LOL)
