"“This is about fairness. It’s about addressing the cost shift that clearly exists,” said Jim McDonald, a spokesman for APS.“The current net metering structure creates a cost shift that unfairly burdens non-solar customers. We should fix that problem now before it gets worse.”"

If McDonald was really concerned about "fairness", both McDonald and his Corporate managers would look at the 181,000 solar installations currently Statewide and give a "fair" evaluation of the company's "avoided" costs. You know, no need to build a couple of peaker plants, no EIRs, court dates, rights of ways, land purchase or maintenance on the 181,000 private solar PV installations. Why haven't these costs been determined and the rates decreased on those without solar PV on their roofs? The problem is the industry is institutionalized grow and raise rates. Without a continuous pool of growth, they have nothing to pin their profits on. Instead of changing the business model from generation and delivery, they need to also "store" energy for super peak demand and it can also be used as spinning and baseload power. For McDonald, it is much more easy to shuck and jive, then blame the Solar PV homeowner for their poor business model. This worked for Hitler in the late 1930's, early 1940's. The World did catch on to his kamph.
