"TVA is offering incentives for groups that support and implement low-cost cleaner energy, but the mayor's office says new rules reduced the amount TVA was willing to pay "green power providers" and cut the solar incentive."

"Because of the changes, Mayor Burchett and Superintendent Dr. Jim McIntyre say the plan was no longer feasible."

Since they are talking about installing solar PV on a school campus, why aren't they taking advantage of USDA- REAP grants and loans? www.dsireusa.org shows these kinds of programs for your particular state of the union. Superintendent Dr. Jim McIntyre (PHD) aka Piled Higher and Deeper says it's no longer feasible. Makes one wonder if the TVA doesn't have a Mayor and a Dr. in their pocket.
