Can anyone provide information about this lady? She was located before 2000 in California and since then in Lawrence, Kansas. She is known to become extremely aggressive if questioned. The following is her webpage and information posted from another forum.

www.geocities.com/Solar_Electric_Cooperatives

The K-SEC plan assures venerable individual consumers are not forced to buy a solar system upfront to responsibly enjoy the many benifits of BI-PV demand-site fuel-free non-polluting renewable solar energy technology. K-SEC will lease your rooftop to use it for a solar system for fifty years. The equity exchange for using your roof includes battery back-up for fifty years to assure you have electricity when and if there is a power outage.
Submit qualifying buildings to the Solar Buildings Registry at [email protected] and start a local Petition of Support for your County to appropriate $150 co-host fee to defray the costs of a Solar Energy Fair to be held in your county by August 31, 2008. Write to the Kansas Association of County Commissioners and Secretary Bremby to encourage them to appropriate half of the $150 from each county upfront to defray the costs of educating the public about the K-SEC program and solar energy to benefit all Kansans.
Consumer Net Metering is limited to 0.1% in most states. K-SEC's Phase I Demonstration will install 10,000 SF BI-PV in each county of Kansas to assure 0.1% of the electricity consumed in Kansas is generated by solar energy by 2010.
K-SEC's Phase II Foundation will install one million SF BI-PV in each county of Kansas by 2020. This translates to the installation of 2,000 SF BI-PV a week for ten years in each county of Kansas. That is lots of jobs for Kansans while we evolve valuable technological expertise. When the K-SEC Model is well-established, Kansas will be a vital model to help other states develop a practical step-by-step method of renewable energy deployment.
We need leaders from each county to serve as the board of directors for local K-SEC renewable cooperatives incorporated via K.S.A. Chapter 17-4651 to 4681 passed in 2003 by KS Representative Tom Sloan. It requires five board members to incorporate a renewable cooperative with the commitment for each board member to install 100 kWp or 10,000 SF BI-PV within two years.

Her activities while in California:
Solar Development Cooperative
The Solar Development Cooperative was founded in 1992 to assure timely mainstream deployment of quality building-integrated photovoltaics [BI-PV] supported by a reliable service industry in the United States and global marketplace.
The significant discoveries and accomplishments are:(1) ECO TECHE featuring Science Science City and the Solar Solution for Kansas City's Union Station [redevelopment plan first established in 1992 with final amendments in 1995],(2) being appointed exclusive global marketing agent for the Solar-Voltaic Dome(TM) in 1993,(3) Advent of the Headrick Solar-Voltaic Dome(TM) Power Station Marketing Plan,(4) 100 Headrick Solar-Voltaic Dome(TM) Power Stations By 2000 Program,(5) Millennium Dome(R) Building-integrated Photovoltaics Manufacturing Museum (6) PV for your TV(TM) Healthfood for Our Electronic Pets, E! lectriCity(R) Studios and a variety of other marketing plans for mainstream deployment of quality solar electric building materials. See our Works In Progress page for access to numerous photographs of projects completed in the photovoltaic industry since the historic construction of the Solarex Corporation headquarters in Frederick, Maryland in 1982. In 1984, 300 kilowatt peak PV roof installed for the Intercultural Center at Georgetown University in Washington, DC. Before the project was completed, Enron/Amoco forced the founders of the Solarex Corporation Dr. Lindmeyer and Dr. Varadi out of business. This icon of modern architecture must be designated a national landmark, provided an historic buildings plaque to educate the public and officially included in official Washington, DC tours.
To obviate the antitrust problems in the photovoltaics industry now dominated by Enron, Amoco and British Petroleum, we have submitted Motion to Compel Discovery and Evidentiary Hearing for the Antitrust Abuses ... Over 70% of the photovoltaic modules approved for California's 50% buydown program are American technology that is now owned by foreign interests as a result of Enron/Amoco's abusive takeovers and patent enfringement litigation used to put other PV manufacturers out of business from 1984 to 1999. SDC asked the Commission to initiate an investigation regarding these antitrust abuses in our Opening Comments filed March 17, 1999. Less than a month later the two primary companies of concern the ARCO Corporation and the Solarex Corporation were taken over by BP/AMOCO on April 2 and April 6, 1999.

I want to know if you were homeless like you are in Yates Center. I want to know if you took advantage of the elderly on asking for money and moving in when they are out of town. I want to know if anyone donated you a car for your solar business and you drove it until you were caught not registering it. I want to know just how long you have lived off other people trying to sell your concepts of solar energy with you as CEO and the ONLY board member. The people of Yates Center are curious as to how long you are going to take advantage of our town by asking for handouts. You give solar energy a bad name Eileen.

For those reading this CourthouseSqAsFoundation is one of her many posting names. This may seem mean to some but this woman has moved in a small town in Kansas, Yates Center to be exact, and has taken advantage of the elderly and the super religious members of her church. She has come up with a plan to put solar energy in 105 counties of Kansas by the year 2070. Originally it was 2010. So far, none of the counties have jumped aboard her plan. She is etremely hostile when questioned.

What makes you call someone homeless -it is likened to calling someone a racial slur?
I would be more than happy to discuss these matters privately in a respectful matter, however where you will not even reveal your name, what kind of person would even attempt to demand someone answer any personal questions in a public forum? Could it be Gwen Martin who would not even provide a candidate debate for the election? The excuse was the candidates would disagree.....

PLEASE STOP TAKING ADVANTAGE OF MS. SMITH.

Because you -whoever you are ... in your earlier blog statements so carefully investigated and shared the history of Ms. Smith's work and the goals of the Kansas Solar Electric Co~operatives, Inc. we suggest you think a little about the information you have shared with the public. Consider further investigation of the suppression of solar energy for over thirty years from the mainstream market and you might answer some of your own questions. You are not just talking about Ms. Smith, you are talking about the challenges presented when anyone is involved in pioneering work to transform or redirect a massive trillion DOLLAR vacuum of commerce.

Such oppression is perpetuated by short-sighted fraudulent claims and terroristic harassments.

Consider Kenneth Lay the CEO of Enron. He always had plenty of money in his lifetime, and look what happened to him. He was convicted of numerous counts of financial fraud and then died in prison on the 4th of July. God rest his soul.

Energy industry history is filled with the challenges of the momentum of commerce that is really not controlled by anyone. You may want to ask a few questions about what happened to Kenneth Lay ... and the Enron Corporation and share what you discover with this blog. You are trying to place the challenges of an out of control energy industry on one person. Why?

For those of us that have worked closely with Enron associates although certainly not in line with their misleading business practices, the sudden collapse of that corporation was shocking. Your harassments against Ms. Smith is like blaming a raindrop for the waves of an ocean.

During an energy agency proceeding in California Rulemaking 98-12-015 and 99-10-025 where Ms. Smith was the only official party representing 10 kWp to 1 MWp distributed or self-generation consumers [DG], Enron dominated most of the systems planning and operations management workshops with their goal to build 100,000 gas turbines of 1 to 20 MWp.

In 1999 when the quasi legislative proceeding began, Enron was rated as one of the top ten stock choices in the nation and their executives claimed Enron to be valued as a $101 billion company. If you read Sharron Watkins book "Power Failure" -the accountant that blew the whistle on Enron's empty stock deals reveals the corrupt money laundering activities that took advantage of many people young and old alike. In the end it hurt its investors and employees the most where their illegal business activities eventually led to the companies demise. Employees lost their retirement funds and stock. Lots of people suffered due to challenges of energy commerce.

Enron executives including their CEO Kenneth Lay went to CA in 1994 and convinced CA to invest $1 Billion of CA retirement funds in Enron and provided Enron contracts to provide all the electricity for the UC Schools to 2002. This was the foundation upon which they initiated the alleged deregulation bill which CA legislation illogically claimed they would magically evolve a competitive market by reducing regulation.
Imagine what kind of playing field you would have if the NFL suddenly took the referees out of pro football games and allowed amateurs to play --allegedly compete. Well that kind of rough and tumble business is exactly what happened in CA during deregulation. Compeition demands responsible regulation. When the freeze on power rates was lifted in 2000 electric rates tripled within one month.
During that time, Ms. Smith was working day and night for five years researching related issues, writing papers, filing related documents, testifying before the joint agency hearings in the CA Public Utilities Commission joint agency proceeding Rulemaking 99-10-025 a quasi-legislative proceeding into the role of the utility distribution company [UDC] in distributed generation [DG].
The CAL PUC refused to pay the $42,000 of intervener compensation owed to Ms. Smith. A tax adjustment arrived the morning of 9/11/01 charging her $9,800 in taxes for the money she wasn't paid. Timely adjustment eh? While Kansans are lobbying for consumer net metering it may be important to understand that even in CA it is limited to 0.1% of the aggregate output of any utility. K-SEC's Phase Demonstration will provide 0.1% BI-PV for Kansans and consumers do not have to worry about collecting incentives. The K-SEC renewable cooperatives will manage the wholesale incentives with the utilities from rural cooperatives to municipal utilities to corporate utilities like Westar.

In CA, the CPUC refused to pay contracted incentives for solar energy. Clint Eastwood was not paid the solar incentives they had contracted for when he installed a solar system on his Tahema Golf Course in Monterey. The incentives included a 50% rebate and consumer net metering.
Mr. Eastwood requested a meeting with Governor Davis and the incentives were finally paid. However, many people who contracted for renewable incentives during that time have not yet been paid. I have not heard how well Gov. Schwarzenegger's adminsitration is handling that matter. Last night they had a special on NOVA about CA and their green energy industry.
The challenges with incentives not being paid and the need to accelerate deployment of renewable technology is why Ms. Smith developed a new program designed especially by, for and of Kansans which realistically takes the pioneering burden off of fragmented venerable consumers and places it squarely upon local countywide renewable cooperatives via K.S.A. Chapter 17-4651 to 4681 written by KS Repr Tom Sloan as House Bill 2018 passed in 2003.
Please find a two-page business summary on the Kansas Solar Electric Co~operatives, Inc. website to get the entire fifty-year financial summary.
www.geocities.com/Solar_Electric_Cooperatives
No consumer will have to buy a solar system, they will pay their electric bill as ususal. However, they will allow K-SEC to lease their rooftop for fifty years wherein K-SEC trained builders from their county or area will install, monitor, maintain and manage the wholesale commerce of the solar resource for 50 years. Each consumer will be paid via a battery back-up to increase homeland security, emergency preparedness, environmental integrity and BI-PV Solar Expertise.
KS does not have consumer net metering, we have a wholesale metering incentive of 150% the avoided cost. It is much more realistic. It will take around 100 MSF BI-PV solar to provide 1,000 MWp solar resource for Kansas. However, 70% of the electricity will be consumed at the generation site. All remote site power plants whether wind, coal, nuclear, solar field plants or large hydro lose an average of 35% of the electricity they generate in distribution.
Where the electricity is consumed by the building that has a BI-PV solar generator on the rooftop then there is no distribution loss. We estimate around 70% of the K-SEC solar resource will not be distributed providing a 910 MWp effective efficiency electricity resource compared to 650 MWp effective efficiency electricity resource for 1,000 MWp remote site generation.

"I want to know if you took advantage of the elderly on asking for money and moving in when they are out of town."
Ms. Smith has never taken advantage of any elderly persons and she has no idea what you are talking about. It would be helpful if we knew who you are to assure you have not mistaken Ms. Smith for someone else.
The claims that someone had bought her childhood home and was going to demolish it were proven false where Mr.and Mrs. Moews have sent a certified letter to assure her that the fraudulent claims of buying her childhood home are totally false. The threat to destroy her childhood home to try to chase her out of town with garrish graphic threats to her safety are clearly a public demonstration that whoever is heading up this onslaught against Ms. Smith, solar energy and the restoration of the Yates Center WO CO Courthouse Square Historic District are obviously not respectful of human life, this community, or the freedom of expression where it does not illegally infringe upon someone else's safety and dignity.
"I want to know if anyone donated you a car for your solar business and you drove it until you were caught not registering it."
Ms. Smith would never drive a car without owning it or having written permission to drive it. She would not and has never driven a car that was not registered or insured. Why would you say she had?
"I want to know just how long you have lived off other people trying to sell your concepts of solar energy with you as CEO and the ONLY board member."
Many pioneering efforts take the support of numerous people. Ms. Smith has never lived off of anyone without paying her own way. Ms.Smith would welcome more board members in the K-SEC organization and is presently raising $50,000 to complete the pre-Phase I Demonstration tasks.
1. Build mobile room exhibit that runs on solar
$15,000 and find good vehicle to haul it $10,000.
2. Compile database of 50,000 SF BI-PV solar roofing potential in each county of KS ASAP!
3. Recruit at least one board member from each county of Kansas=21 K-SEC renewable cooperatives.
If you are so concerned about the slow progress of The K-SEC Model, perhaps you would like to be a K-SEC board member.
Perhaps, others should stop trying to live off of Ms. Smith's good works and try doing something productive to help. How could you possibly question her viable efforts to raise money for solar energy, restoration of the square and for her campaign when the nation just elected a president that raised over $608 million dollars just for his campaign? If you do not want to donate money to her efforts, then don't. If others want to support her efforts, then why would you care? What is your beef w/Ms. Smith?

The only person giving anyone a bad name in this communication refuses to reveal their own name while allegedly representing the 'people of Yates Center'. Oppression from an imbalance of power in energy commerce is not Ms. Smith's fault. She has worked relentlessly and formally since 1992 to better understand the challenges suppressing solar energy and to assure the public know the truth about solar energy and related issues. In 2004, she made a Journey by Horseback for Peace and Photovoltaics to celebrate the anniversary of terrestrial PV industry founded in 1974. Read: http://www.geocities.com/JOURNEY2004MEDIA2

2009 is the 25th Anniversary of the installation of the 30,000 SF Solar Roof at Georgetown U in Washington, DC and the 35th Anniversary of the founding of the terrestrial photovoltaic industry by Dr. Joseph Lindmayer and Dr. Peter Varadi who founded Solarex in 1974. WE MUST CELEBRATE!!!!!
A Healthfood Event to recruit K-SEC members.

If you take a look at the [British Petroleum] BP Solar website, you will find the Solarex factory now has BP Solar on it and they have removed all history of the American ingenuity of these pioneers in BI-PV solar electricity from their website. Are you working for BP Solar?

If you want docile women you might try another culture or nation. A woman President is way past due in this nation. The claim by the press that America is now in a post civil rights era with the election of a mix of white and African American is one of the most prejudicial statements made to-date in the civil rights movement. Women have been historically oppressed in every race, nation and creed by men. It is quite common for violent and/or incompetent men to challenge the independence of outspoken peaceful women ---that express their opinion.

Wow Eileen, with your ramblings on the last few posts I need say no more. Maybe someone in the solar energy business will come along and post that your theory is nonsense. Maybe someone will come along that knew you well in the past and post the information that they know about you. A person can never tell.

Your postings most generally refer to you, yourself in the 3rd person. You post as we and you name Ms. Smith. Strange, very strange.

I will not answer anymore of your posts. But I will to anyone else out there willing to share their knowlege.

About your public record on your campaign, it might be interesting to see that report. I may ask questions about where to find it.
