Yeah, 75% into the "General Fund" and 25% to the effected areas.

"Supervisors enacted the fee in 2011 to deal with what they saw as the solar industry’s negative aspects. The projects spoil scenic views, create relatively few permanent jobs and take up land that could be used for agriculture or open space, county officials have said."

Over the years, agriculture has been attempted in these areas. For the most part has failed dismally. These "fees" will be passed along to all of the ratepayers in the PPA service area. All the county is doing is to add an income stream into the County's general fund to offset poor business practices for at least the last 15 years. They are trying to shore up the underfunding of the county's CalPERS retirement system. All the while passing the burden onto the electricity rate payers in the areas where the power will be used. Are all of the PPAs signed sending power to Riverside county rate payers? Since both Edison and PG&E have other service areas outside of Riverside county, other rate payers in other counties are paying to help fill the Riverside county general fund.
