"PG&E and other utility companies say paying more to solar customers will result in higher rates for the rest of the ratepayers to cover overhead costs. Still, Huffman and many homeowners want policies that encourage more solar."

If the utility is paying the residential retail rate for extra solar power generated during the peak usage times of the day, how is this going to create higher rates for the rest of the ratepayers? What a fetid load of crap. PG&E doesn't have to file an EIR, go to court to defend a project or install a new power corridor when people put solar PV on their roofs. The extra power generated goes right next door or across the street to the neighbor's house. With 65,000 customers using solar PV to generate power, that's somewhere around 235MW peak power each day that PG&E DOESN'T have to supply to their customers. Customer's systems are maintained by the customer. If it breaks, the customer will either fix it or go back to using PG&E power 24/7. How does PG&E lose on this proposition?

Power energy companies are benefiting in the short run by having peak energy demands supplemented by private alternative systems. What they are concerned about is that this private energy enterprises may one day reduce their spigot of energy to a dribble along with their profits. Even in the worst case scenario, I do not see that as an end result to public grid energy. Yes spigot reduces to dribble with the need of toxic energy systems. On the other hand its need for the private energy enterprises will require the grid for their cost savings of energy storage and its distributions.
Presently we are merely going through the withdrawal pains of our toxic addictions and the demise of the pusher man..
