"PG&E and other utilities argue that net metering subsidizes solar customers at the expense of other ratepayers and does not reflect the true cost of connecting solar customers to the grid."

What a load! When a business or homeowner puts solar PV on their roofs, PG&E doesn't have to file an EIR, go to court to defend an installation, build new power corridors or pay for any maintenance on the PRIVATELY OWNED SYSTEM. If that homeowner/business owner let's their system fall into disrepair, then the utiliy gets their 24/7 customer back. Where is it that they are losing and why do other ratepayers HAVE to pay more for their electricity? What Net Metering does do, is charge the utilty the same retail rate, the customers pay. If the utility doesn't like their high retail rates, then lower them and the power the solar PV generates will also cost less.
