Look it up, it is the 16th amendment and has allowed Congress to tax the citizens of this country for about 100 years now. How's that workin' for ya? It has also allowed Congress to vote themselves raises and elite retirement and benefits packages for life. As was done to create prohibition and again to relinquish prohibition, Constitutional amendments were passed. It can also be done with the 16th amendment also. WE THE PEOPLE could demand a flat tax system. One that takes the power away from the 535 and gives it back to the 300 million. Make it clear what the tax rate IS, and it would require a National vote to INCREASE or DECREASE the tax rate. Congress doesn't get to decide when or where taxes "need" to be increased anymore. The Government will "need" to live within its means, means that change with the National vote on taxes.
