Bolivia could probably develop this technology in the long run given
its access to the uranium deposits in the Andes mountains.

France has been known to have helped other nations develop
nuclear reactors in a number of countries, would not be surprised
in that they are working with Bolivia quietly.

Bolivia could benefit from nuclear energy, medical uses such as
isotopes for cancer treatment, and electrical energy.

Bolivia's oil and gas reserves are not unlimited, so the country
will eventually need other forms of energy, solar or nuclear.

Good step for technological development, it will force Bolivia's
universities to ramp up its scientific training and focus.

Sure, a good thing. But a tight oversight of local politician's desire for bribes and lucre is needed. If a country like Japan can run into trouble?

On the flip size, mega-projects, e.g. the Itaipu were feasible. Probably an Peru-Bolivia project would be most feasible.
