The full article says something different than this headline! They rank "good vs evil" thusly: first is conservation, then renewable energy, then nukes, then burning fossil carbon (with fine lines and multiple considerations inbetween).

Apparently you missed this sentence: "Mr. Dinning, the convener of the Kirk's energy and environment working group, described the options of new nuclear and fossil-fuel burning plants as 'two evils'". Mr. Dinning is an evil liar.
