Dominion's give and take
During this year's regular legislative session, Dominion Virginia Power convinced lawmakers that the General Assembly - rather than the State Corporation Commission - should decide whether the utility could make a money-saving accounting change.

Dominion Power is a snake oil salesman. Shameful!
It was a business-savvy move, one that allowed Dominion to lower its earnings by about $400 million and, thereby, lower the risk that the utility would earn more than state regulators have allowed.
It also effectively eliminated the prospect of customers receiving any kind of refund for being overcharged.
It's understandable, then, for the public to be irritated by Dominion Virginia Power's recent request to raise electricity rates for residential customers. If approved by state regulators, Virginians would pay the utility, on average, about $4 more per month for fuel, and about $2 more per month for transmission of electricity.
