What a surprise, neither path is the proper one. The proper path would be to put a charge on the grams of CO2 and methane released during the generation of each kWh of energy made, and the reduce the price of each kWh of energy used to make the whole thing revenue neutral. The high GHG sources would eventually be overtaken by the clean, reliable sources.
