The only logical way to control carbon emissions is with a flat 'carbon surcharge' on fossil fuels. The economic impact can be minimized by rebates of the money collected or by reducing regressive taxes such as consumption, income or payroll to encourage employment.

The issue is TOO universal to 'regulate' as there are WAY too many special interests and too many loopholes to regulate.
