HELP - Usage registering even not using any heating

I recently moved into a new property. This estate use Biomass system to provide hot water to all 53 houses.
However, since day 1, we always have problem with our system, I really hope someone can give some advice to us.
The problem we have with our system is as follow;
Meter shows we are using/demanding hot water 24-7 even we have NO HEATING ON AT ALL. It is showing about 12 KWh per day usage with no heating is ON.
The interface unit is always hot and we hear water is running inside the pipe work
Test has been done in one house next to us. Once all the heating turned off, the meter did not register any usage therefore, there must be something wrong with ours
By the above symptoms, would you able to know what is happening to our interface unit and the meter?
All we want to have is a normal system. A system which should do what it supposes to do. A system that when we turn the heating on, the meter will register the hot water we used for heating, just like any other houses in the estate.
Really appreciated for your advice as we are not dare to turn our heating on at the moment as this will use even more hot water.
