Khmer Rouge Hun Sen is the most uneducated Youn to rule Cambodia. He cant even pay the government staff of $80 per month on time.

This mulling over atomic energy is a morale boost tactics the Cambodian government has been using. A couple years ago, there was talk about building the highest building in Asia, a 555-meter high building.

It is best for Cambodia to invest in some dirty but cheap power plant since the country is still poor and in dire need for a quick energy solution. The country can still absorb in a lot of pollution for short-term gain.

Beside, think about it, Cambodia does not have any talent to operate a nuclear power plant. But more important than that, Cambodia needs a long period of stability to find trust worthy person to operate such a plant. If you put the nuclear plant into wrong hands, a person could be bought off to sabotage the plant then Cambodia will be so screw.

India, China and Western Europe can pull it off because they have the size. Size = money and talents.

Cambodia is so small with so few people, thus lacks the economy of scale.

India has the population of 100 times as big as Cambodia and their economy is 200 times as big. Thus, what ever Cambodia do, imagine India do it 100 - 200 times again, and again. That would bring down the cost while increase the expertise.

555 meter high building?

Cambodians today can't build even a 55 meter high building.

All of construction companies in Cambodia today are from either Thailand or Korea.
