This is idiotic and a prime example of picking on a nascent industry little able to defend itself rather than finding the guts to face up to the formidable and corrupt political forces inevitably found wherever food crises are endemic.
India doesn't have a food crisis despite being one of the world's largest producers of biofuels. Why? Because it has a responsible government. It has tight, enforceable land use policies that limit biofuel crops to waste lands unable to support food crops. It also has an effective food security policy that covers 70% of its population.
Take a look at the nations where food crises are endemic. Now take a look at the morally bankrupt governments of these failed states. That's why the revolutionaries of the Arab Spring weren't revolting against the local bread shop. They were revolting against their corrupt and irresponsible rulers.
