"Progress is seeking steeper payment cuts than Duke. The request comes as Progress Energy seeks a 14 percent rate increase for North Carolina residential customers."
Both Duke and Progress do not have to put in more infrastructure, file EIRs or go to court to defend the buildig of a solar PV site on public lands when homeowner/generators install systems on their home's roof. The power that the home doesn't use goes right next door or across the street to the neighbor's house. So, Duke and Progress do not have to build new plants because of the distributed nature of home installed solar PV. These utilities want to keep their monopolies intact and are using the installlation of solar PV as an EXCUSE to raise rates on ratepayers and blame it on someone else.

You now have more options available now than just 5 to 10 years ago. You can buy your own system and have an installer put it on your business (or home) roof. You can get panel micro-inverter type systems that can be increased in capacity one panel and one micro-inverter at a time. You can use the standard PV panel strings in series and then use one large inverter. If you are in PG&E or SCE territory, it would be cost effective to install enough solar PV to keep one's electric bill out of the top tiers of electric usage. You can lease a system and pay a contracted amount for electricity for several years. Then there are tax incentives both State and Federal.
