"The goal was to try to balance the interests of utilities and the solar industry "before it degenerates into contention," said Jeff Ackermann, director of the energy office."

"Before" it degrades into contention? Dude where have you been? The contention with EXCEL and residential solar PV installations was evident way back in 2010. Most utilities have outdated business models, this is what costs the ratepayers on so many levels. Forward looking companies like NRG are getting into the solar PV business. Perhaps one day NRG will absorb the clueless EXCEL energy empire and show what's left of the company how it's done without excuses.
