I have a friend who swears its getting hotter in the summer. And he says that it's warmer in the winter as well.

Yes. Totalitarian regimes have an advantage over Democracies in that they can order BY FIAT any action they deem desirable. And they have been more forthright in dealing with AGW and climate change.

The advantage of Democracies is that they provide the most benefit for the most people, but have trouble trying to get unified action. There are some mechanism to allow such, for example, law and related such as international treaties but there is much wrangling and a crisis must be imminent before there is the political will to do.

It is part and parcel of the difference between centrally planned economies and 'market competition' economies. The former can deal with long term solutions and problems much better while the later can deal with short term changes much more easily.

The best option is a REGULATED market system with some long term planning given by political means. But there is no such animal out there. I can theorize about a political and economic system to beat both but I have no means to implement it. And the 'powers that be' don't want a good government. They want power and any government is a limitation on their power. If it wasn't, there would be no need for government at all..

P.S. I recommend again surfing the Free Repubic website. Brain damage has been known to occur.. or was a pre-existing condition..

Well... W had no trouble to do what he wanted when he wanted whether taking an election or making wars or unplugging the world economy, etc... for EIGHT years'

Did he want forever?
