Certainly the technical problem (a carbon surcharge or a carbon tax implemented globally) would be easy.

What is less certain is the political will to do something effective. The GOP is already holding the country to ransom to basically take over the government in a 'political coup'. Obama has, correctly, refused to give in to extortion and is holding out for running the country as intended, with a body of laws, an executive and a legal department. The GOP is now working as a terrorist organization (threat and unprovoked damage to get their way) more than a political party and perhaps should be put on the 'terrorist watch list'.
