"Congressional lawmakers often insert pet projects and other unrelated provisions into major "must do" bills in the last days of a legislative session, when it is more likely that quick passage will occur."

This in and of itself should be unconstitutional. If the bill is so good, let it stand on its own for a vote on the floor, not hidden in another bill which has nothing to do with the glad handing and pork barrel spending.

PEOPLE, IF you want to fix this, then WE need to repeal the 16th Amendment to the U.S. Constitution and insert a flat tax system that requires Congress to JUSTIFY tax increases and it would take a national vote to INCREASE OR DECREASE the flat tax rate. Set up accounts for emergency relief for disasters,infrastructure improvement and maintenance and accommodations for a military fund, one that allows for a quick response to national security threats and a clear path to the allocation of funds when going to war. A part of the new amendment, let's take care of Congresses ability to give itself raises and cadillac retirement benefits. Make it unconstitutional to insert "riders" into bills that have nothing to do with the original bill itself.
