I agree with all of the five steps, but one.

Rather than a carbon tax, make it a carbon surcharge, rebated to the public on average use for each class of consumer.

And put the 'progressive taxation' back to levels necessary to pay off the costs of two unfunded wars. The debt per person today is the SAME in adjusted dollars as from WW2. Tax the rich. A TAX on carbon to fund government would hit the POOR.

No more million dollar incomes with 13% tax rates. The ratesto pay off WW2 maxed out at 90% and the 'big money' boys paid it gladly because they had a responsibility. The 'tea party' is just 'bread and circuses' trying to put the tax burden on the POOR who NEED support during the recovery.

In fact, the people MOST concerned about money are the denialists. Most either have big investments in energy stocks or they are taking money from the 'denial' funding of the fossil fuel companies.

But it is also a 'red herring' issue. Everything we do will have some implications to money and business. It is more 'demagoguery' than reason. Green energy will create jobs and opportunity. Fossil fuels are a game of extortion (got you over a barrel0 and the money mostly goes to 'ownership', padding the pockets of the already rich.
