Gov. Deval Patrick is set to break the ground on a project whose manager says will be the first facility in the nation designed to support the construction, assembly and deployment of offshore wind projects.

Patrick and Lt. Gov. Timothy Murray are set to break the ground on the New Bedford Marine Commerce Terminal project Monday. The ceremony is scheduled for 10:30am in the South End.

The Massachusetts Clean Energy Center, the quasi-public agency that is building the project, hope the venture will be ready for use as the staging area for the Cape Wind offshore wind project.

Cape Wind officials have met Rhode Island authorities to discuss whether the port at Quonset, in North Kingstown, would be able to take on at least some of the work the offshore wind project developer planned to do in New Bedford.{Associated Press}

Ocean Wind Project Already Old and Still Faces Major Lawsuits
The commercial land based wind industry in New England has had its share of turbine gear box failures. Land based turbine gear boxes have been failing at around three to five years at a cost of around one million per repair and again in another three to five years. Ocean wind turbines are double the cost. Every year improvements are made on the gear boxes and transmissions because of the history of the failures.

In March of 2010 the Nantucket ocean wind project announced it went into an agreement with a company to purchase 130 of its 3.6-Megawatt (MW) ocean wind turbines. Today three years later there is a new better rated 4.0-Megawatt ocean turbine that incorporates a higher rated gearbox and better generator cooling system.

It makes financial and economical sense to upgrade to the new better and bigger wind turbines.

The length of time to obtain permits could force a well intended investment into older type turbines and bypass the upgrades to expedite the permit process. Newer turbines have longer blades and hight. It's unclear if the introduction of a new wind turbine at this time would trigger another review of the project

Gov Patrick announces scaled down plan where Cape Wind work will go to Quonsett Point Rhode Island.A far different plan than announced in 2010.

Cape Wind officials have met Rhode Island authorities to discuss the port at Quonset, in North Kingstown.

Rhode Island will get most of the work. Mass Tank had been promised jobs in New Bedford but that work has gone to Chinna
