Sen. Eliot Shapleigh: EPISD engages in 'cheating'

Full story: El Paso Times

State Sen. Eliot Shapleigh has asked the U.S. Department of Education to investigate the El Paso Independent School District, which he said has manipulated standardized tests so that certain low-performing students did not take them.

What senator Shapleigh is saying is TRUE. Board members you have been puppets to Dr. Garcia for a long time and its time for a new superintendent or we will vote you out. Board members make your telephone numbers public so we can complain to you.

these are felony charges that shapleigh is making against the school district and its administration. This is very serious stuff with millions of dollars in funding is at stake. I hope he has his facts straight or this issue will be in courts for the next 5 years. As state senator should he not have the power to order an investigation by TEA or the texas rangers. who has juridiction?

"Heard it from a friend who, heard it from a friend who, heard it from another you've been messin' around."

Nice that you can base a career on innuendo and hearsay. It should be plain to see that Idiot Shapliegh is gunning for Sylvestre Reyes position, and needs to try to slay a few dragons in order to make himself look like a viable candidate.

So, he takes on a smokestack, and now a public entity that cannot defend itself because of the laws that he himself put into place. The district will have to spend millions of dollars fighting this, money that could have gone into the classroom.

Nice job Idiot.

More fallout as a result of the prevailing El Paso philosophy against excellence and in favor of a different standard for some "races" over another resulting in chaos and failure. It is not wrong to demand students speak English. If it was demanded they could master it in a year but instead they are not made to do it. The people in authority including that awful woman who wrote the anti Arizona screed in this newspaper continue to sabotage all efforts to help students succeed. No wonder El Paso has fallen on hard times. I wouldn't even recognize it anymore. It pervades everything. Look at the fuss over the teen killed by the Border Patrol. Can any of the people who condemn the agent suggest a strategy in dealing with smugglers who throw bricks? Should the Border Patrol throw bricks as well? How do you stop it? You do so by the public not supporting the perpetrators including this newspaper with its splashy coverage of the perp's funeral, etc.

Finally, someone has been paying attention to what the teachers have been saying about EPISD. This Admistration will get what it deserves and it does not involve money. All of these schools need to be examined and checked for violations of the law.
This will continue to cost El Paso in terms of court costs but it will serve as a warning to future candidates.
Please go and vote.
Let the rest of Texas know we are tired of the shenanigans by these carpetbagging, pompus, thieves.

ood idea but the state requires the test. Local districts have no say in the matter.

Shap needs to provide specifics not general statements.

I think he did as did the other teachers from those schools. Dr. Garcia and his syndicate are trying to get us to ignore the facts.

I believe the specifics may refer to some of the tactics some schools (such as Bowie HS) may have allegedly employed to ensure only the better students take the exams: failing some students then advancing them an extra grade to avoid taking the test, etc. This way they get the money for a higher student population but don't necessarily have to deal with the problem of actually educating them all (at least to the level that they can pass the TAKS test)

may not be illegal, but it does seem a bit unethical.

No wonder Carlos Flores left town? Where's Susie,Steve,Beto and Vero on this one. This is huge and political leaders must choose and pick who they support here on this issue. If you don't come out and show some support or opinion then I'm afraid you are all a bunch of political cowards in terms of the education of our children. If Eliot is right, then support him as he has supported you, if this is a sucker punch against Lorenzo and you wanna play it cool, well that's dick..Step up and show us who is right so we can vote accordingly. I respect you as vocal leaders, but slowly losing confidence because a record of picking and choosing what is right for EP is beginning to get old and we don't have much time before all your hard work comes down crashing. Be strong in the face of adversity and controversy. El Paso needs you to speak up right now and help the children either by supporting the TRE or running Lorenzo out of town..

Interesting timing. What kind of state elected official would do something that would jeopardize the district's chances of getting nearly $100 million in matching state funding over the next five years? This is money that the state would pump into our schools, our community. Shouldn't he be trying to help our community get more state money?

On another note aren't you tired of paying for the education of the thousands of Juarez children that cross over daily to get a free education at El Paso schools?

The EPISD cannot be the Salvation Army of educating foreign nationals.

Well Mr. Shapleigh after I had voted for you in the past. Probably will change the vote in the future.

You are against a bond for the children and to help offset the recent cost increases of school employees health insurance. Health insurance rose for the majority nearly 300 plus percent and barely cost of living adjustment over the years.

Voted Yes for the children for general well being in the functioning of schools. This is about El Paso's best resource the children. Vote Yes for the children.

The majority of retired educators and employees will VOTE YES!

They understand the shortcomings. Who do you think many of the ones voting?

Surprise retirees who know what the struggle entailed during their time employed
by the school district.

You mean people would manipulate numbers on an arbitrary test that has punitive effects but little practical application to what the overall goal of the institution?!?!?

NO, certainly Georgie Bush never intended this when he brought us this reality before NCLB was a twinkle in Those who wish to privatize educations eye.

If you ain't cheatin', you aint tryin... What is a TAKS testing coordinator anyway except a educational crack head cooking the books to make his people look good?

ELiot, your absolutely right, but its not the students or the teachers fault you political bozo's and board memners. and the disingenuous middle and upper management of EPISD, allow Anyone with a Dr. in front of their names to run this town like a mafia king.

We need this TRE, the kids and the community need it, not Dr. Garcia and his cabinet of crooks and intimitadors. And added bonus, if the TRE passes, someone at the State or Federal level will recognize and acknowledge the love DR's excellent ability to pull the wool over the people eye's and reward him by pulling him up.

Of course EPISD cheating, everyone working there knows it. The Test and what it represents is dumb. And the numbers are cooked in every district in the state!! big deal.

Vote the bozo's out, and pass the TRE for the kids and the teachers...And save your tax anger and resentment for upper or middle managment. EPISD will crumble with out it, hell it may crumble with it, but at least it has a chance.
