The No Child Left Behind Law's concept of "adequate yearly progress" is fatally flawed. It requires every school to make improvements in test scores regardless of the existing scores at the school. It makes no distinction between schools that have excellent teachers and those that don't.

Let me explain by way of analogy. Suppose we ranked coaches of runners by the yearly improvement made by the athletes that they coached. Obviously, young athletes who showed little improvement over time had bad coaches.

But what of the coach of US Olympic sprinters? If that coach coached world class athletes -- even a world record holder -- one would expect to see very little improvement by his/her athletes.(There isn't much room for improvement at that level.)

Do we punish the Olympic coach for failing to get his world class athletes to shave a second or two off of their times (which is impossible), while praising the high school coach who can condition an initially out of shape freshman and after a season produce a trained athlete?

Do we punish the coach for failing to get a physically disabled student to run at a speed that he will never be able to run because of his disability?

Do we pretend that all students can run equally fast -- that the only difference between them is their coaches?

Do we praise the elite regional coach whose athletes are individually selected from within a multi-town district and are the very best in their schools?(After all, he is getting great results, albeit with athletes who would do well with any coach.)

Do we punish the Special Olympics coach whose athletes are not "elite" by state standards? Or do we punish a coach whose team doesn't have the facilities and training equipment available to other competing teams?

I don't know of a way to quantify what teachers -- or coaches -- do. They begin with youngsters of varying talents and strive to get them to improve -- to learn, to perform.

Depending on a student's talents and interests, the student improves. The degree of improvement is based in part on the ability of the teacher, in part on the ability and interest of the student, in part on other factors (parental involvement, family income, available school facilities etc).

To put on blinders and say that performance is based solely on a teacher, or a school system, is absurd.

There has to be a better way then this ridiculous fantasy that numbers tell all.

I don't have children and I rarely follow these issues, figuring that the public education scene these days is more depressing or aggravating than I care to know about.

That said, what I'm wondering is whether this whole situation results in kids being "taught the test" all year, as opposed to being given a more comprehensive and well thought out education. Having just finished watching the incredible 4th season of The Wire which is very much about this kind of situation, that's exactly what occurred to me as I read this.

Our future is very bleak after subjecting teachers and unsuspecting children to 8 years of the NCLB nonsense. Combined with the vast increase of autism cases thanks to vaccines - we are so screwed.

In concept, No Child Left Behind made sense, but the costs of many of the programs are expensive and the money is not forthcoming from the government to fund these 'mandates.'
In NY, the funding is nill and the taxes based on home value are chasing people out of the state.

They would be going straight to their Trade Unions, go on strike and sue the local authority under the Equalities Act 2010. Well Sex Discrimination laws apply to all services and Education is a service. Equal protection for males and girls doesn't come into force at aged 18, children are covered as well.

What is your beef with physical activity when obesity among children is epidemic? All you can think about when the topic is Phys ed is nudity. Nude young boys in the locker room. And these days, there is hardly any nudity required in schools. It is on the wane. But you're stuck in the past. And the nudity is an erotic thing for you. It never was for normal boys, much less normal adults. When I see kids on a playing field, I don't think of them naked. No normal, heterosexual, well adjusted, caring adult ever does. Communal shower blocks have been completely decommissioned and used for storage. Many boys in the US are so ashamed and prudish that they will not shower together, hence sweating is avoided and instead of getting young hearts pumping they are tasked with expressive dance lessons!
In the U.K. we are following suit, as will an obesity and diabetes epidemic!
And your point, DJW, is what? That you can't let go of the topic of naked schoolboys?
