It means that the federally mandated law, like so many others, is an utter failure. It should be renamed "No Child Gets Ahead".

Education rightfully should be a state issue. Federal involvement has done nothing to advance education, and has actually placed restraints on state governments that prohibit them from investigating and implementing changes to address educational needs.

The entire federal Department of Education should be immediately abolished. Let each state determine how to best meet its own educational needs just like they used to when America led the world in scientific and mathematical advancement.
