Cause for concern: El Pasp schools score low on 'at criterion'

The problem is el paso is in denial.
They refuse to admit the real problem.
There are so many non English speaking students it is impossible to fulfill national test criterion.
The administrators are driven to attract federal monies on the per capita basis to get money and simultaneously commit standardized test suicide!
Ya can't have it both ways!
Admit the problem or forever be a slum.

Maybe its something in the water. Nothing else could explain the incubation of a Petro. He must have been germ-cultured in a petri dish.
