Manchester parents ask for tax cap override

If the parents are actually paying for their children's education, they deserve to have a say in the disposition of funding. If on the other hand, they are city dwellers and are apparently not paying taxes for their children's education, these "skaters" should pay their fair share for that education (at least $500 per child up to $1500 per year.
