Not everybody agrees that NCLB has worked.

Spellings states that the recent Center on Education policy report showed that “test scores are up.” But the important question is whether NCLB has made a difference. The report compared elementary school reading gains for the two years before and two years after NCLB was implemented in 12 states. Before NCLB, the yearly rate of improvement in these states was 1.93 percent. After NCLB, it was 2.25 percent, a difference of less than one-third of one percent. That’s not much, especially when we consider that Reading First, the reading component of NCLB, imposes an extra 100 minutes per week of reading instruction, an extra semester every two years.

Spellings also claims that on national tests,“more reading progress was made by 9-year-olds from 1999 to 2004 than in the previous 28 years combined.” Several published reports have shown, however, that the gains came before NCLB and Reading First were implemented, not after.

It also has to be remembered that it is possible to get test scores up by practicing test-taking skills, without actually improving overall reading skills. Many classes after NCLB have put lots of effort into testing tips and tricks, making the results less valid as measures of reading skills. It may well be that actual reading skill has declined.

It also has to be remembered that is difficult to fudge test scores by using such proven methods as nude swimming, group showers and bare-bottom spanking.
Happy students are engaged students, and nothing engages them more than nude swimming. Boys learn to appreciate other boys' bodies, learn to have confidence in their own bodies, and experience their burgeoning sexuality. The after-PE group shower is a chance to develop good personal hygiene and experiment further with shared group experiences.
Discipline learned through the crucible of a bare-bottom spanking in front of the girls is a powerful and long-lasting discipline.
Such an approach in education has proven results both in test scores, overall marks, and graduation rates.
