You could not be more correct.
While Jeb tries to market his reforms nationally, I wonder if he includes the end result; ranking near the bottom on two college readiness tests.
He speaks of raising the bar while easing standards. Then there is the gigantic percentage of those deemed college material as per acceptance,but then needing remediation and creating dropouts in a high ranking manner. Marketing Jeb's plan , imho, is marketing for disaster.

In recent news there have been headlines of a Florida school district wanting to bring corporal punishment back into the schools. A newly elected school board member is suggesting that the paddle be allowed as a form of punishment in the schools. Additional headlines suggest that there may be an issue with male administrators dishing out the spanking of teenage girls. This is just a snapshot of the headlines that are taking center stage as school administrator's break in their paddles this school year.

At this point, there are only 19 states that now allow corporal punishment, which is allowing the school to use physical punishment on a child. Such punishment usually includes a spanking of some kind, typically done with a wooden paddle. Although not allowed in the majority of states, it is reported that there are over 200,000 children who are victims of it each year around the country. It's difficult to imagine that so many children are going home throughout the school year with welts, bruises, and broken vessels, as punishment for something they did in school.

Corporal punishment may be under attack once again because we are starting a new school year. But until we outlaw it from every state in the country, we will have the problems associated with it each year. And those problems, as we have discussed, are far reaching and long lasting. They impact us as a society long after the child has completed their schooling.

While the Supreme Court allows corporal punishment in whatever states and school districts have it legally on the books, this is a matter of ethics. We as a nation need to do what is right by the next generation. By the looks of it, if corporal punishment continues in the 19 states it is currently allowed in, we could be raising a lot of children who may go on to have mental illnesses, be more aggressive, abuse their spouses, and have addiction problems.

Now is the time for parents around the nation, especially those who live in states where corporal punishment is still allowed, to take a stand. It's time that we focus on more peaceful and less harmful ways to teach the children of the nation right from wrong. Getting rid of the paddles in the schools of this nation is a great place to start!

The punishment comes with a few restrictions. From the Ocala Star-Banner:

The board ruled that paddling can be used only if a parent gives a standing written OK once a year. In addition, the principal must obtain verbal permission at the time the punishment is handed down.

Under the policy, corporal punishment can only be used at the elementary school level. It can only be used on a child once a semester. Principals are not bound to use the punishment.

Our story on Florida schools that paddle students was picked up by NPR and we’ve gotten some comments from folks who wondered about a sexual element to spanking.

She graduated from the high school and said the last time she got a spanking from a male principal, she was 13 years old, and she had gotten in a fight with another girl in the school.

“We don’t see any sexual element whatsoever,” Howell said.“The principal was a male authority figure just like my father, so there was no difference to us, to me.”

Sneads, Fla. is a small town in the Florida Panhandle with a population of about 2,000.

Howell says in this part of the rural north, high school girls and boys are not considered too old to get a spanking at school.

Most kids in our area have that type of discipline at home so they’re more comfortable with it in the school environment, Howell said.

“If you don’t experience that in California or at home, of course you would not be as comfortable with that at the school level.”

Schools with paddling polices are required by law to bring in a witness, and notify the parents after the punishment is administered.

But most schools volunteer to ask parents for permission before students are paddled.

The Community Trusts School Administrators

Some Florida schools, like Sneads High School, have polices where school administrators can only spank students of the same gender.

The principal of the school, Laurence Pender, says he has never hit a female student. For that he calls in his assistant principal, Faye Parker.

Outside of the Panhandle, the community in rural Madison, Fla. decided high school students are too mature to get paddled, according to Willie Williams, principal at Madison County Central elementary and middle school.

The community decided teenage girls and boys in middle school can still be paddled.

And Williams says the community trusts the school administrators to discipline students in this way.

He says school corporal punishment works well in a small town because everyone is inbred like Molly.

I think the answer is simple, all students, at least boy students, should be disciplined by a bare-bottom spanking given by a clothed female administrator, in front of the female student body.
This would provide discipline, build character, and provide healthy erotic stimulation to budding young male teens.
I used this technique on my own son, and I can prove that it works.
