ACT scores cause concern about college-bound kids

The report showed that minority students aren’t as prepared for college as others. According to the report,“no more than 48 percent of African American, Hispanic and American Indian students met any of the four ACT College Readiness Benchmarks.”
This will always be the case, since blacks and hispanics generally (not always) score significantly lower on basic IQ tests than whites and asians. Occasionally, one may run across a bright black person, or a dull asian, but it's a social rarity when the entire population is taken into account. Enticing blacks and hispanics to attend college as if they are intellectual peers of whites and asians is a tremendous waste of money and resources.
There is no fiscal or teaching strategy to get around it:
