New EM law could be used to appoint a financial czar in Detroit

Lansing -- If Gov. Rick Snyder's administration names an emergency financial manager in Detroit before March 27, when a strengthened municipal oversight law takes effect, the appointee would gain the power to cancel labor contracts under the new law, The Detroit News has learned.
Somehow I don't think Snyder will risk losing this opportunity to "cleanse" Detroit. He wants the more Draconian terms a true EFM would bring.
