KUALA LUMPUR - Pertambahan kes muflis melibatkan orang Melayu kini berada di tahap yang semakin membimbangkan.
Tiga tahun lalu sebanyak 51 peratus daripada 104,770 kes kebankrapan terdiri daripada orang Melayu dan jumlah tersebut didapati bertambah dari tahun ke tahun.

Terbaru, empat muka surat notis muflis yang dikeluarkan Jabatan Insolvensi Malaysia dalam Utusan Malaysia memperlihatkan 124 daripadanya adalah individu Melayu, Cina (76), India (19) dan selebihnya adalah syarikat.

Presiden Persatuan Pengguna Pulau Pinang (CAP), S. M Mohamed Idris berkata, walaupun hutang minimum yang diperlukan untuk diisytiharkan muflis telah dinaikkan daripada RM10,000 ke RM30,000 namun kes kebankrapan di kalangan orang Melayu terus meningkat.

“Empat sebab teratas berlakunya kebankrapan adalah kegagalan membayar pinjaman sewa beli kenderaan (23 peratus), kegagalan membayar pinjaman pendidikan (16 peratus), tunggakan hutang bank (15 peratus) dan hutang kad kredit (11 peratus).

“Akibatnya terlalu ramai yang tertekan, kehilangan harta benda, reputasi, ketenangan fikiran dan kehidupan keluarga yang tidak bahagia akibat berhutang,’’ katanya pada Utusan Malaysia di sini hari ini.
Katanya, sehubungan itu CAP ingin mencadangkan beberapa jalan penyelesaian agar jumlah kebankrapan tersebut tidak lagi meningkat dengan lebih ketara pada masa akan datang.

Antaranya, menurut S. M Mohamed, kerajaan perlu meningkatkan bayaran pendahuluan minimum bagi perjanjian sewa beli kepada sekurang-kurangnya 20 peratus berbanding 10 peratus ketika ini.

Tambahnya, selain itu, ketatkan proses mendapatkan kad kredit, antaranya pendapatan minimum perlu kembali kepada RM24,000 setahun dan bayaran semula bulanan perlulah tidak kurang 20 peratus daripada jumlah bil.

Ujarnya, tiada pinjaman seharusnya diberikan apabila had tertentu sudah dicapai, contohnya jika hutang pemohon sudah pun melebihi 50 peratus daripada gajinya.

“Rakyat Malaysia memang terlalu banyak meminjam terutamanya dalam perniagaan, kenderaan, rumah, saham dan sebagainya.

“Orang ramai perlu diberi lebih banyak kesedaran betapa perlunya kita semua berbelanja ikut kemampuan dan keperluan,’’ katanya

Alarm bells should be sounding by now, yet the nation’s leaders seem to be adamant on keeping things sounding rosy and well. The Auditor-General’s Report for 2010 has shown how far down the barrel, Malaysia has gone.

It must be noted that when Malaysia was formed in 1963, the British left her with a solid administrative template. Yet, after more than 50 years of rule by Barisan Nasional, the template has not been improved on. In fact, it has gone to the dogs; replaced instead by a form of government that encourages leakages and corruption of all forms.

Malaysia has a population of 28 million and a civil service of around 1.3 million. Out of the 28 million, only one percent are paying income tax. This clearly shows that 99% are either below that income tax bracket or merely earning too little to need to pay taxes. With inflation and the prices of goods continuing to rise, expect even fewer people to pay income tax in the near future.
