Ecuador: "State of Exception" Imposes Restrictions, Allows Army Checkpoints

A 60-day a oestate of exceptiona went into effect Sept. 30 for Quito, Guayaquil and Manta allowing the army to work with the national police to combat crime and control weapons and vehicles.

I was recently in Ecuador twice this year. First was in Feb when I spent 5 days in Mantanita Beach and Guayaquill. I stayed in an area of Guyaquill full of crime(Alborado 11). The food was great but I was oblivious to a guard at every store entrance.I went back in July and I was the victim of a pistol weilding vato in an open area eating place on the sidewalk of Guayaquill. I thought about fighting him for my phone but decided a $300 phone was not worth it. Cops stood 100 feet away and people were everywhere. I had plans to stay a month and get married but the crime is overwhelming so I left and never to return.

matt, you were lucky. good decision not to fight that bastard over a phone. you would've probably been arrested since it'd be easier for the cops to get some actual money out of you because the thief was obviously broke. when i left ecuador a few years ago i got jacked up by the cops at the airport for $10. i decided to give EACH one of them $10 and told them to go out and buy some cerveza y putas and they were very grateful! gotta love it. even when i was there it was well known that guayaquil was a dangerous place.

I also feel bad that Ecuador is becaming so danger for the locals and foreigns. My father works with the oil company in Ecuador. I worry for him. The problem with the crime in Ecuador has two reasons. Too many expert criminals from Colombia and Peru are helping to the not so expert criminals from Ecuador to commite violent and organized crimens. Secondly, the laws are so weak. The police has no power over the criminals. Criminals are protected by the laws of human rights and the victims have zero justice. My father's house was robbed, the criminals were aprehended and my father had to pay to prosecuted them. Unless the laws became more severe the crimen will continue scalating.

when i left ecuador in 2002 the police wanted $10 for me just to walk thru the airport. since there were 2 cops i gave each of them $10 and told them to buy some cerveza y putas. they were very happy and actually thanked me and i said, "de nada". i love ecuador but there must be some change soon before it turns into something much worse. es verdad.

Ecuador is squeezed in between the 2 best countries to travel through, Peru and Colombia. Ecuador...I suggest to just skip it. The lack of tourism dollars will be felt and start to affect the national agenda. Stealing from tourist is a gutless way of life. No matter where you are be prepared to defend yourself and fight back so the next time they will think twice. Solve you own problems and stop crying. You know its wrong and you wish someone would do something about it...it starts with you. Dont take the advice of some fool flashing his cash and giving the cops money for beer. Ask to be taken to the police station instead.

Ecuador is squeezed between two countries that Ecuador has welcome with open arms to many immigrants. Ufortunately a percentage of those immigrants are criminals and has made matters worst for Ecuador. Tourists are the not the only victims of crimen. Citizens are daily victims of violent crimen that is scaling in big proportions.
I don't believe the army should interfere with police job. but the crimen is out of control and the laws are so weak to punish the criminals. So I agree with the militaries helping the police. I think they should get some training to help the police indefinetely. Military police works in Mexico. I heard the citizens of Ecuador are happy that the army is out there. They are hoping that the crimen will slow down some. I believe that the crimen will continue until the laws are more severe to punish crimen. I think it is time for the citizens to fight back and request for the laws to be change.

Dear Wrong Gringo, I like your advice about "asking to be taken to the police station instead." Just be sure to have enough money to pay the Chief of Policia as well.

By the way, anyone catch the news about Raffy and Vladimir signing a bunch of documents? You'll enjoy the Russian Mafia. A real bunch of great amigos. Laughable, pathetic and dangerous. God help Ecuador.

Rachel, you are right: the military is patrolling the calles de Manta, Guayaquil and other places because the Policia needs the help. Mi amigos en Manta are very glad they are there. Su amigo

That is all Ecuador needs. The Russian maphia supporting Correa on his power trip.

Ecuador already has organized crime by the Colombians, Peruans and Cubans living in Ecuador.

I hope the army get rid of some of them. I hope people keep supporting the State of exception.

Unfortunately the laws are weak! Criminals are free the very next day of their arrest because the judges are deshonests and don't care for the victims.

You are fortunate. One thing is clear, you have never met with any real bad guys in your travels. Standing up for yourself will get you killed down here if you meet the wrong person. If you are in Mexico, I would advise you to stay clear of Ciudad Juarez and spend your time in the Cancun bar scene where you can be the WRONG GRINGO Safely.
