Free universal health involves tax return, announced Correa

Ecuadorian President, Rafael Correa, announced a proposal to be submitted to the National Assembly to abrogate some taxes back to the beginning of this government in order to continue offering free universal health care.

Ecuadorians don't make enough to afford to pay back taxes from since he was elected. Average wage for a decent job is $200 US dollars a month. To survive most families live together to pay rent and such. He needs to cut the 5 Billion US Dollars in super highways at least in half and use the other for Univeral Health Care.
