Parental Alienation: Mental disorder or emotional abuse?

Should alienating parents be evaluated to determine how much of a danger they pose for children?
What changes, if any, does society need to make to stop this form of emotional abuse of our children?
Indeed there is a bad effect in children when a parent does parental alienation. The child may end up following the example of the parent when he or she already has his or her own family. It would also end into conflicts inside the family.
