This makes sense. A plea deal is allowed right up to the point before the jury comes in with a decision. Victor was a fifth wheel in this all along. Mostly, he just got overpaid for his job and went along with things to keep it. The case against him is the weakest. But he does have information. He could turn stat's witness.
It is early, but the government's case is not going all that well. They threw out many counts before trial. Some witnesses have actually helped fuel the defense. The prosecutor has shown some money has been spent "inappropriately", but not necessarily illegally. All the defense needs to do is throw in a doubt here and there and the jury will discredit everything in front of them as they did with the OJ trial. Victor could become the prosecution's October surprise.
