The process is the same for each downsizing. Dump the fixed expense like buildings ASAP or at least mothball them for permanent closing. Cut the variable expense to align with the actual count. Budget and spend only what the pupil count supports. Communicate to the taxpayers exactly what will exist and let them decide if they want to support more.

That's a bit of reality that politicians and the public don't understand. On a brighter note,it looks like adding birth control chemicals in with fluoride in the water supply has finally started working.
