The closer you look at it the worse it gets. Wayne County cities are stealing the DIA and Zoo money. They can't quit because they have used the flow to borrow ahead. For example, Taylor gets $200,000 annually, but they have to pay that in bond payments as they probably borrowed $5 million up front for their projects. These proposals were a way to convince people to pay higher taxes. The zoo ain't free and neither is the DIA except to stand in the lobby so you don't get mugged outside.
