How did "hang[ing] blacks" stop occurring? Did the government ban ropes or force rope manufactures to shut down? Or did they find who did it and punish them?

In so many words I believe the same,but,couldn't nail it the way you just did.
More legislation won't solve anything because gun control isn't the problem.
Peoples behavior has to change.
Thats a much harder row to hoe and this administration only sees what will advance their agenda in the here and now,not in the long term.

Minors property is considered their parents.

The parents are responsible for their kids, so what is wrong with taking your kids out shooting?

Three years after Appomattox, the 14th Amendment to the U.S. Constitution, granting blacks citizenship in the United States, came before Congress: 94 percent of Republicans endorsed it.
The records of Congress reveal that not one Democrat either in the House or the Senate voted for the 14th Amendment. Matter of fact I don't think any Democrats were present,it was sheet washing Tuesday.
