They don't have the Super Majority now. They only had that the first 2 years of Obama's term.
No one complained when the Republicans raised the debt under their 6 years of total control of the House and Senate while Bush was in office.

In the preamble to the Constitution is says "Promote the General Welfare" there have been many court battles over the meaning. Personally I believe Promote means to make resources available for ALL citizens
