As long as big oil is in charge and charging $100+ a Bbl, there WILL be no recovery. The profits are sucked out of the economy too fast to have any positive feedback.

Time to start rebuilding and with a non-fossil fuel bias to take away the power of the 'supply shortage' from the oil cartels.
